libgroonga-dev software package provides Development files to use Groonga as a library, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgroonga-dev
libgroonga-dev is installed in your system.
Make ensure the libgroonga-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgroonga-dev *
You will get with libgroonga-dev package name, version, architecture and description in a table
